Health, Safety and Environment

On May 16, 2013 a special training on “Health, Safety and Environment of SHPP Projects” was conducted in “Erebuni Plaza” Business Center of Yerevan for GAF-RE program participating Banks and Investors.

Prior to the event the trainers had visited several Armenian SHPPs under construction, based on which the training was tailor-made, considering specifics of construction and operation of SHPPs in Armenia compared to international best practice.

In the first session the issues related to the social and environmental impact of SHPPs were addressed. In particular environmental procedures and regulations in Armenia, the International approach for the construction of SHPPs and the nature of Environmental Impact Assessments were highlighted. Furthermore, the possible social conflicts resulting from the construction of SHPPs were addressed and mitigation measures for environmental and social impacts discussed. Monitoring of measures during construction and operation is highly recommended.

The second session addressed Health, Safety and Environment (HSE) issues of SHPPs in all stages: starting from the project organisation up to commissioning and operation of SHPP. Special attention was paid to the Health & Safety Requirements and reporting, highlighting the importance of HSE in particular for projects within international financing. The training was based on pictures and video clips showing Armenian and international reality.

After highlighting the importance of worker’s safety, also in the interest of the investors, a set of protective gear was distributed to the participants. This consisted of a hard hat, a safety vest and safety boots, encouraging the participants to obtain sets for their employees as well.

The representatives of SHPPs signed commitment letters of awareness of the importance of the protection of Armenian environment, the right of unscathed of life for every worker and the community and willingness to undertake all reasonable efforts to avoid possible negative impacts. Each applicant to GAF – RE program should submit such commitments (http://gaf-re-shpp.am/index.php?id=14) prior to participation to program.
